Make your witch as scary or as cute as you want. If you can't decide, make a few!
Steps

Cut out a round, Green shape for the head and face. Using the picture below as a guide, cut out a Black hat and Purple sash.
Create the hair by tracing your hands on Orange construction paper and cut them out. Do this until you have four construction paper hands.

Glue the hair to the top of the face, and then glue the hat to the top of the head.

Draw your witch's face with a pencil and then trace over it with Black marker.
Optional: Add White construction paper teeth.
